Phoenix has the largest pool trade in Arizona and the most confusing one to shop. There are 98 companies listed here under Google's pool contractor category, which sounds like a wide field until you read what each one actually does. Only 32 of them confirm on their own websites that they build new pools. The other two thirds clean, service, resurface, repair equipment, detect leaks, or work as subcontractors to builders. Every one of them is a legitimate business, and none of them will dig you a pool.
That gap is the single most useful thing to understand before you start calling. A weekly cleaning route serves hundreds of households and collects reviews steadily, year after year. A builder finishes perhaps fifty pools in a year and hears from each customer once. So when you sort Phoenix pool companies by review count, service businesses float to the top and builders sink, which is the opposite of what you want if you are planning a build. Listings on this page that confirm new construction carry a Builds new pools tag and appear first.
Remodel work is the other half of this market, and in Phoenix it is arguably the larger half. Forty-five of the 98 companies here do remodels, resurfacing or replastering, against 32 that build new. Phoenix has been installing backyard pools for a very long time, and an interior finish does not last forever. If your pool is showing rough plaster, failing tile or a surface that stains no matter what you put in the water, you are looking for a different set of companies than someone clearing a bare lot, and many of the best ones here do nothing but renovation.

What Phoenix builders offer skews toward the things that make a backyard usable in genuinely punishing summers. Thirty-five of the companies listed here work on decking, pavers or travertine, which matters more than it sounds: standard concrete around a pool gets hot enough to be unpleasant underfoot by June. Another 35 build water features, from simple bubblers to grottos and fire bowls. Twenty-nine also take on outdoor living work such as ramadas, shade structures and outdoor kitchens, so a single contract can cover the pool and everything around it.
Sixty-five of the companies on this page appear on the Arizona Registrar of Contractors posting list dated 2026-10-02, and 37 of those hold a class that permits pool construction. The license number and class sit on each listing. That is not a substitute for checking: look the number up yourself, confirm the license is still active, and read the complaint history while you are there. B-5, B-6 and KA-5 permit pool construction. A company holding only CR-6, R-6 or C-6 is licensed to service and repair pools, not to build one.
Phoenix is big enough that service area is worth asking about early. A builder based in Glendale or Queen Creek may well take work in central Phoenix, and plenty of companies listed in neighboring cities serve addresses here. Ask where their crews are working this season rather than where the office is. A builder who is already running jobs in your part of the Valley is easier to schedule and easier to get back when something needs attention after the build.
Ninety-eight pool companies in Phoenix carry Google's pool contractor category, but only 32 confirm on their own websites that they build new pools. The rest provide cleaning, repair, resurfacing or subcontract work. Listings here that confirm new construction are tagged and sorted first.
Forty-five of the Phoenix companies listed here do remodelling, resurfacing or replastering. That is more than the number who build new pools, so if you are renovating rather than starting from scratch you have a wider choice, not a narrower one.
Many do. Thirty-five of the companies on this page work on pool decking, pavers or travertine, and 29 take on outdoor living work such as ramadas, shade structures and outdoor kitchens. That lets one contract cover the pool and the space around it.
Sixty-five Phoenix companies appear on the Arizona Registrar of Contractors posting list dated 2026-10-02, and 37 of those hold a class that permits pool construction. Each listing shows the number and class. Verify it yourself at the Registrar, which is free and also shows complaint history. B-5, B-6 and KA-5 permit construction; CR-6, R-6 and C-6 cover service and repair only.
Review counts. A cleaning route serves hundreds of recurring customers and accumulates reviews continuously, while a builder completes a few dozen pools a year. Sorting any Phoenix pool search by rating pushes service companies to the top, which is why this page sorts by whether a company actually builds.
